Beginning later this year, significant health coverage provisions contained in the federal health reform law go into effect. The federal health insurance exchange – the exclusive mechanism by which Arizonans can purchase federally subsidized health coverage – will be open for business. Up to 1.3 million Arizonans (individuals, families and small businesses) are predicted to eventually receive coverage through this online marketplace. Beginning in January, eligibility for Medicaid will also be expanded, and children served by KidsCare will need to be transitioned to receive coverage through Medicaid or the health insurance exchange.
While the health reform law provides a tremendous opportunity to expand access to care, it also poses considerable implementation challenges. At this meeting, we discussed how groups across the state are organizing to conduct outreach and enrollment assistance for the exchange and Medicaid. We also described areas in which funders may want to invest, including potential opportunities to leverage matching funds from national funders.
